Character Transfer Issues Limit Leveling
While you can create a new character on the TWW beta server and level them up to 80, transferring your existing heroes from the live server remains unavailable. This limitation is due to ongoing issues with the character transfer process, as explained in an official Bluepost from the developers.
The WoW team previously disabled the level servers following numerous player complaints about restricted access to their characters. Although the developers have not explicitly confirmed if these complaints were the reason for the shutdown or if the character transfer error caused the issues, they are actively working on a solution.

Beta Testing Continues
Despite this setback, players can still thoroughly test the leveling phase of the upcoming expansion just weeks before its official launch. The max-level servers for the TWW beta are also available, allowing fans to bridge the gap until the full release in multiple ways.
