Apple Warns EU Pressure May End App Tracking Transparency

Apple said this week that regulators and industry lobbying in parts of Europe could force it to disable its App Tracking Transparency feature. The company warned that pressure in Germany, Italy, and other European countries may make the privacy control impossible to keep as it is.

Regulatory pressure builds

Germany has raised formal concerns about how Apple enforces App Tracking Transparency. The German cartel office said the system may break competition rules because it treats third-party apps differently from Apple apps. That review began in 2022 and has moved through legal steps this year.

France has already fined Apple over the same privacy tool. French regulators said the way Apple implemented the control was disproportionate and harmed app publishers. Apple paid a fine, but the ruling has not required Apple to change the feature so far.

Italy is also examining the feature, and a decision there could come soon. Regulators across Europe are weighing similar complaints from ad platforms, app makers, and trade groups that rely on tracking-based advertising. Those industries argue that the feature tilts the market against them.

What Apple says

Apple said it has proposed fixes to regulators. The company said some of the proposed solutions would weaken the privacy protection that users expect. Apple argued that the rules protect user choice and privacy. It said it will keep asking authorities to allow the feature to remain available to European users.

Why this matters for users

App Tracking Transparency lets iPhone users block cross-app tracking for ads. Many users choose to block tracking when prompted. The change helped reduce the use of targeted ads on Apple devices. If regulators force Apple to remove the control, some apps could again share more data for ad targeting. That would give advertisers more ability to track people across sites and apps.

Why this matters for the market

Advertisers and some app makers say ATT hurt small publishers and ad-funded apps. Regulators say the difference in how Apple treats its own apps and third-party apps can create a competitive problem. Apple calls its choices a user privacy feature. Regulators call some of the same choices an unfair restriction on rivals. The debate sits at the intersection of privacy policy and competition law.

What could happen next

According to MacRumors, regulators may order Apple to change how the prompt works. They may also force Apple to offer the same tracking options for Apple apps. Apple could appeal any order. The company has already taken legal steps in Germany and in EU courts over related rules. The final outcome could change how many apps make money on iPhone devices in Europe.
