US Wants to Prevent China and Russia from Using Advanced Software to Develop AI

The United States Department of Commerce is preparing to escalate the trade battle against China and even Russia. This is because sources revealed that the Biden administration wants to control the sale of advanced software used to develop Artificial Intelligence tools like ChatGPT.

According to sources confided to Reuters, the American government’s idea is to also restrict the export of proprietary and closed-source AI models. In practice, OpenAI could not provide ChatGPT or its code to Chinese or Russian companies. Furthermore, the measure could even interfere with the use of Google Gemini on devices developed by companies in China. Everything must depend on the final text that will be presented by the White House.

For now, it is not yet possible to know the extent of the impact that the new sanctions could have on the technology market, but sources say that this is the American government’s next step after vetoing the sale of chips used to process AI. This is because the White House fears that the Chinese and Russians will use these tools to carry out cyber attacks against the US, as they can generate more sophisticated attacks.

When contacted for comment, the Department of Commerce declined to comment. The Chinese embassy in the USA condemned the country’s move. This is a typical act of economic coercion and unilateral intimidation that China strongly opposes.

Despite the repercussion of the issue, researchers point out that it is unlikely that the US government will achieve any success with the new sanctions, since most AI tools use open source language. Furthermore, many say that China is just two years behind the US in developing its own AI software. Therefore, there is not much that can be done to delay the Chinese.
