TikTok Rolls Out New Age Checks in Europe Following UK Test

TikTok will roll out new age detection technology across Europe in the coming weeks. The company says the system grew from a year-long pilot that ran in the United Kingdom and other markets. TikTok told Reuters that the tool looks at profile details, posted videos, and behaviour to predict whether an account holder may be under 13. The company said that accounts flagged by the system will be reviewed by specialist moderators rather than being banned automatically.

The pilot in the United Kingdom led to the removal of many additional accounts that the company assessed as belonging to users under 13. TikTok said it worked with Ireland’s Data Protection Commission while building the system so that it would meet European privacy rules. The company also warned that no single method can confirm a user’s age everywhere while fully preserving privacy.

New Age System

The new system combines several signals. It looks at what is said in profiles, what users post, and how accounts behave over time. The model then produces a probability that the person is under a given age. TikTok will not use the model to ban accounts on its own. Human reviewers will check accounts that the model flags as risky before the company takes action on the account. That step is meant to reduce wrongful removals while still acting faster than simple self-report checks.

The company explained how appeals will work. On appeal, TikTok may ask for stronger proof of age. The options for verification include government-issued identity documents, credit card checks, and facial age estimation from a third-party provider called Yoti. TikTok stated that these tools will have their purpose restricted and will be applied in a limited number of cases when an appeal needs more significant evidence. The privacy experts and groups have cautioned that the trade-offs of privacy in such checks are real, and there is a need to ensure that there are guardrails in place.

The European regulators have pressured platforms to tighten age checks. The legislators and privacy experts are seeking to see the companies improve age restrictions and keep the children off the books that are not child-friendly. Some countries have proposed higher age limits and new restrictions. The regulatory conversation covers both how to spot underage users and how to do so without collecting more sensitive personal data than needed.

Appeals and Privacy

Third-party age checks carry trade-offs. Facial age estimation can give a rapid result from a selfie. Yoti and other providers say that images used for age checks are deleted after the estimate is made. Industry tests show age estimates can be accurate on average, but accuracy varies across age ranges and across groups. Privacy advocates note that sending biometric images to any service raises real questions about data security, retention, and secondary use. Regulators in Europe will watch how those risks are managed.

TikTok said that the pilot showed the system could find more under-13 accounts without mass intrusive checks. The company also said users would see a notice when the new checks begin to run in their region. Users wrongly flagged will have the option of appealing and undergoing a verification procedure that will confirm their age. Critics cite the case that the burden is often passed on to the common user and that bad design may result in marginalization or rights of privacy abuse to other individuals.

What the rollout means for parents and for young users is clear and simple. Parents should review account settings and privacy choices. Young people who use social apps should check that they are set to private accounts and that personal details are limited. For accounts that are challenged, the appeals route may require sharing more information than before. That is why civil society groups and regulators stress clear rules on data handling, retention, and deletion.
