“This new release is the perfect way to experience every story in the dark future; it also contains the free 2.0 update, which overhauled many of the game’s systems, introducing dynamic skill trees, high-octane vehicle combat, and improved enemy and police AI, while also adding new weapons, vehicles, and clothing. The release is bolstered with a set of previously released digital bonuses available as part of the ‘My Rewards’ program, accessible to everyone who signs up,” said CD Projekt.

Interestingly, according to CD Projekt’s Global Community Lead, Marcin Momot, those purchasing the physical edition should be aware that only the Xbox version will come with Phantom Liberty on the physical disc. Both PS5 and PC will have an included code to download the expansion. When asked by players about this on Xbox, Momot had not yet responded at the time of this news’s publication.
Just to clarify, it's on the disc on Xbox. PS5 has a code included and PC is downloadable as well.

Update
Momot further explained why Phantom Liberty is included on the Xbox disc only, stating that the reason involves “specific technical requirements for each platform.”
According to John Linneman from Digital Foundry, the possible reason for Phantom Liberty not being included on the PS5 disc involves Sony, which supposedly requires a new version of the game with the DLC included for the expansion to be on the physical media. This process entails sending the game to Sony again, something that demands time and money for CD Projekt. Linneman mentioned similar approaches in games like Final Fantasy VII Intergrade, Mortal Kombat 11 Ultimate, among others, but CD Projekt doesn’t seem willing to undertake this.
I think this is the reason why CP2077 doesn’t include DLC on the PS5 disc. Same situation as FF7R Intergrade, MK11 Ultimate and others. Horizon FW had a separate “Complete” build which is likely how they delivered the whole package at retail – it was integrated properly. https://t.co/DTzEPF5cmZ

Update 2
Speaking to IGN, a CD Projekt spokesperson stated that the physical edition of Cyberpunk 2077: Ultimate Edition will contain three discs for Xbox Series, making it the first game on the console to be launched with this number of discs, and it’s also the only way to obtain Phantom Liberty in physical media. On PS5, there will be one disc with Cyberpunk 2077 and a code to download Phantom Liberty from the PS Store. The PC version will include a code to download the base game and the expansion from GOG.
